Missouri Career Center - offers a full line of employment and job training programs and supportive services for anyone looking for a job.

Need a Resume?  We can help.  Do you wonder what employers are looking for on an application?  We can help.  Interviewing skills, funding for people interested in going back to school, goal setting, unemployment filing, tutoring, etc.  We can help.

The Missouri Career Center offers assistance with career planning to persons living in our five-county area.  MCC staff members assist clients in developing an Individual Employability Plan to help with reaching employment goals and becoming self-sufficient.  Staff also provide job ready individuals with practical information on resume writing, interviewing skills, and goal setting.   MCC can also help individuals seeking specialized training enroll in vocational schools or other approved, accredited skill training institutions.  For those who are eligible, financial assistance is also available.

The Missouri Career Center is equipped with computers that clients may use to write resumes, cover letters, faxes, or other correspondences.  All computers have Internet access so clients can obtain information on job openings locally, statewide, and nationally.  Local newspapers, telephone books, and maps are also provided for your convenience.

Programs offered:  Title I-Adult Program (individuals 18 and over), Title I-Dislocated Worker Program (individuals 18 and over)-for individuals who are permanently laid off by business closure or job ending, and the Title I-Year Round Youth Program (individuals 14-21)-must have a defined barrier from the WIA law to be eligible.

Housing and Urban Development (HUD) - HUD is a program designed to help low, or no income individuals and families pay a portion (in some cases, all) of their monthly rent.  In order to be eligible for the Section 8 Rental Assistance Program, you must be over the age of 18 and within the income limits for your household size.  You must not have ever been convicted of a violent crime, drug, criminal activity, or felony.

HUD does not allow you to rent from a blood, or adopted family member.  The program does NOT help with deposits when first moving into a unit.

Signing up for the program does not mean immediate approval and enrollment.  Currently, the average wait time for approval is 6 to 12 months.  The family will be placed on a waiting list and when their name comes up, they will be contacted to come to the County Director's office and fill out paperwork, which will include the HUD voucher.

When all paperwork is signed and returned, an inspection will be done on the unit.  Once the unit passes inspection, rent payments will begin the day the unit is labeled a Pass, and not any sooner.  If the family is behind on rent, it is their responsibility to arrange for a payment plan with the landlord.  HUD will only pay for rent due after the inspection and Pass date.

A 12-month contract will be drawn up and signed by the family and the landlord.  Each year, the unit will be re-inspected and updated income for the household will be obtained.  It is the families' responsibility to report any changes in the household as they come up, (more/less income, household member changes, etc).  Failure to do so could result in the loss of the voucher and removal from the program.

The family must remain in the unit for a year before they can move and still receive assistance.  A 30-day written notice to both the landlord and HUD is required before moving.

Weatherization - The U.S. Department of Energy's Weatherization Assistance Program reduces energy costs for low-income Americans by increasing the energy efficiency of their homes, while ensuring their health and safety.

The Weatherization Program works to conserve energy, thereby lowering heating and cooling costs in households that have been determined eligible, based on income and need for these services.  The program prioritizes services to the elderly, disabled, and families with children.

Conservations measures included, but is not limited to: caulking, weather-stripping, repairing/replacing doors and windows, attic insulation, heating and cooling modifications, and when appropriate replacing furnace units for energy efficiency and safety.

Weatherization technicians use advanced energy audits and diagnostic equipment to identify the most cost-effective, energy-saving measures for each home.  Services are delivered to single-family, mulit-family, and mobile homes.

Weatherization measures reduce average annual energy costs by $300 per dwelling.  In addition to reducing the burden of high-energy costs for low-income families, the program also works to:

  • Decrease the Nation's energy consumption
  • Improve local air quality
  • Provide economic boost to low-income communities
  • Educate consumers in energy efficient practices

To qualify for this service, the household income must be within specific program guidelines.  Also, a home does not qualify for weatherization if it has been weatherized since 1993.

Head Start - is a comprehensive, federally funded child development program that serves children from ages 3 to 5.  Children must be 3 on or before July 31st of that year. 

All Head Start programs must adhere to Program Performance Standards, which constitute the expectations and requirements Head Start grantees must meet.  All Head Start Centers are licensed by the State of Missouri.

Children in Head Start are involved in comprehensive educational activities that prepare them for kindergarten.  The weekly curriculum themes include early literacy, colors, shapes, letters, numbers, science, health, and nutrition.  Each classroom has two computers for the children to use.  Nutritious meals and transportation are also provided.  Children enrolled in the Home Based program receive the same services through weekly education home visits and bi-monthly group socializations.

Community Services, Inc. serves children in Atchison, Gentry, Holt, Nodaway, and Worth counties.  Centers are located in Rock Port, Albany, Stanberry, Maitland, Mound City, Maryville, and Grant City.  Home Based Head Start is available in all of these locations.  Each center usually averages 20 children.

Each center is equipped for children with special needs.  Children with disabilities and learning disorders are welcome.  Children do not need to be potty-trained to attend Head Start.

This program is based on income.  Low-income children take top priority, but those exceeding the income guidelines may still be eligible.  Once enrolled, the child is automatically eligible for the next year.

The Head Start classroom follows the same schedule as the public schools.  However, some centers have a full-day, full-year schedule.  Head Start services are FREE to enrolled families.
